The proposed NAMA Support Programme (NSP) is fully embedded in Uganda’s NDC, which is also confirmed in endorsement letters by both the Ministry of Energy and Mineral Development (MEMD) and the Ministry of Water and Environment (MWE).

This NSP is based on the “Uganda Green Schools NAMA”. As part of integrated sustainable energy solutions for schools in Uganda, the NAMA identified a huge potential for GHG emission reductions through the introduction of Institutional Improved Cook Stoves (IICS). Under this NSP, IICS will be introduced in 15,750 Ugandan schools, which represents 75% of all Ugandan schools.

The main barrier for investments into energy efficiency technologies is the cost of capital in Uganda. At the current Prime Lending Rate of around 25% there is little interest in investigating opportunities and considering investments, especially in a public sector such as education. Therefore, a Revolving Loan Fund will be established to provide financing of investment into IICS. 2 different models are currently considered: provision of capital through the NAMA Facility to the revolving loan fund, which will then give out loans at no/low interest rates to schools or the creation of green funding lines with local/national banks, where the NAMA Facility will cover interest charged by the banks. A decision for one of the models (or a combination) will be taken in the DPP.

The contribution of the NAMA Facility will help to transform the school sector by replacing inefficient cooking facilities with Institutional Improved Cook Stoves (IICS).   75% of the schools will be financed through support of the NAMA Facility, for the remaining schools the Government of Uganda will provide funding.


Duties and Responsibilities

Objective:

The objective of the present assignment is to support UNDP as Detailed Design Phase implementer and the MEMD to deliver a NAMA support project proposal for approval by the NAMA Facility

Scope of services and methodology:

The deliverables that require support from the national consultant are as follows:

  • Establishment of a project steering committee and facilitate its meetings;
  • Stakeholder consultations including design launch and workshops with cook stove manufactures, banks, schools, education officers, government agencies and departments;
  • Development of a strategy including cost assumptions on the introduction of a system of standards for institutional cook stoves and testing mechanisms of installed stoves in the field;
  • Gender and environmental assessment;
  • Development of training manuals for manufacturers to ensure manufacturers meet requirements when production starts after DPP approval;
  • Contribute to drafting of a NAMA support project proposal.


Competencies

Required Skills and Experience

Academic Qualifications:

  • A Master’s degree in energy, natural resources management or equivalent.

Experience:

  • Consultant must have at least 10 years of relevant work experience with biomass energy technologies especially improved cook stoves;
  • Experience of developing biomass related technical documentation to cook stove technologies (assessment and feasibility studies);
  • Experience in working with multi-stakeholders such as governments, NGO, and civil society organizations in both the energy and the education sector;
  • Previous experience in working in Uganda’s cook stove market is essential;
  • Experience in gender/environmental assessment in the sector of cook stove/fuel technology and associated manufacturing industries.

Language requirements:

  • Fluency in written and spoken English.

Working Arrangements:

Institutional Arrangement:

The consultant will report to the UNDP Country Director on all contractual obligations through the Team Leader Environment, Climate and Disaster Resilience.  All technical reports will be cleared by the Technical Steering Committee constituted to oversee design of the project. UNDP will coordinate with Ministry of Energy and Mineral Development during the project design phase to ensure project alignment with national priorities and policies.  This will include among others providing logistical and institutional support to the consultant and organising stakeholder consultations.

Duration of the Work:

The consultancy will require 60 person days spread over 8 months.

Price Proposal and Schedule of Payments:

The schedule of payment is detailed below. Payments are released after successful completion of the task and approval of the deliverable by UNDP and MEMD.

Pricing: The Lump Sum Amount approach shall be used with the following expectations:

  • The lump sum amount must be “all-inclusive”;
  • The contract price is fixed regardless of changes in the cost components;
  • For duty travels, UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations will be used.  This will give offerors an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment; and
  • The initial payment includes the actual cost of the IC’s travel to arrive at the designated Duty Station.   This implies that the completion of the journey can be considered as one of the deliverables payable upon arrival.

Payment Schedule:

  • Submission of an acceptable inception report and workplan - 5 days after signing the contract;
  • Completion of deliverables 2 and 3 -Within 4 months after contract signature;
  • Development of a strategy including cost assumptions on the introduction of a system of standards for institutional cook stoves and testing mechanisms of installed stoves in the field - Within 6 months after contract signature;
  • Completion of deliverables 5&6 - Within 8 months after contract signature.

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. Technical Criteria - 70% of total evaluation; Financial Criteria - 30% of total evaluation

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical (desk reviews based on CV) and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Evaluation of Prosals (Method and Criteria):

Individual consultants will be evaluated based on the cumulative analysis methodology.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 70%-30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

  • Previous experience in working in Uganda’s cook stove market is essential - 20;
  • Experience in gender/environmental assessment in the sector of cook stove/fuel technology and associated manufacturing industries – 10;
  • Advanced skills in communication and facilitation - 10.
