In pursuit of Uganda Vision 2040, the health sector in the Second National Development Plan (NDPII) aims at producing a healthy and productive population that effectively contributes to socio-economic transformation by providing accessible and quality health care to all people in Uganda through delivery of promotive, preventive, curative, palliative and rehabilitative health care. The Constitution of the Republic of Uganda provides for the right to health for all categories of the population.

In the NDPII the sector recognizes the roles and contributions of all health care players; the Government, Non-governmental and Private players including indigenous traditional and complimentary health practitioners and communities and households as important health system players.

Overall, the Health Sector in the NDPII is to deliver on four objectives of: (i) To contribute to the production of a healthy human capital through provision of equitable, safe and sustainable health services; (ii) to increase financial risk protection of households against impoverishment due to health expenditures; (iii) to address the key determinants of health through strengthening inter-sectoral collaboration and partnerships; (iv) to enhance health sector competitiveness in the region, including establishing centres of excellence in heart, cancer, renal care domains; and diagnostic services.

On the Maternal health front, the NDPII targets to reduce the Maternal Mortality Rate from 438/100,000 live births in 2011 to 320/100,000 by 2020. It also targets to reduce infant mortality rate from 54/1000 live births in 2011 to 44/1000 live births by 2020. The health Sector Development Plan 2015 is also aligned to the same targets.

At the Global level, Goal 3 of the Sustainable Development Goals (SDGs) is to: Ensure healthy lives and promote well-being for all at all ages. Specific to maternal and child mortality are; Target 3.1: Reduce the global maternal mortality ratio to less than 70 per 100,000 live births and Target 3.2: End preventable deaths of newborns and under-five children.

To contribute to accelerated reduction of maternal and infant deaths, Government of Uganda, led by Ministry of Health (MOH), National Planning Authority (NPA) and Uganda Human Rights Commission in partnership with United Nations partners, particularly; United Nations Office for Human Rights (UN OHCHR), United Nations Population Fund (UNFPA), World Health Organization (WHO), have planned to undertake an initiate of reducing maternal and newborn mortality using a human right based approach.

Rationale:

The slow reduction in the incidences of maternal and child mortality has been attributed to inadequate response from a multi-sectoral perspective. In addition, while the Constitution of the Republic of Uganda provides for Health as a right, previous and current interventions are not explicitly programmed and implemented from a human rights dimension. Therefore, to accelerate reduction in the incidences of maternal and child mortality, it is prudent that a multi-sectoral human right based approach is adopted.

Project Goal:

Produce a synthesis report to inform the drafting of a multi sectoral response strategy on application of HRBA to reduce preventable maternal mortality and morbidity in Uganda.

Objective:

The overall objective of this undertaking is to establish the strength, weaknesses and gaps in the current responses towards reduction of maternal and child deaths in the Country and provide recommendations for focus areas in line with the technical guidance on application of HRBA to reduce preventable maternal mortality.

Duties and Responsibilities
  • To review and provide analytical synthesis of the existing programmes/initiatives on maternal and child health to establish, strength, weaknesses, and gaps;
  • To specifically, establish current multi-sectoral efforts towards reduction of maternal and child mortality and establish the strength, weaknesses and gaps;
  • To establish efforts towards implementation of maternal and child health interventions using a human right based approach;
  • To identify and document lessons and good practices in government and non-state actors.

Competencies
  • Leadership and management skills;
  • Proven records in drafting skills;
  • Analytical skills;
  • Excellent communication skills.

Required Skills and Experience
  • A minimum of a master’s degree in health policy/health systems, health economics, reproductive health or a related field in a recognized University. A Ph.D in a related field will be an added advantage;
  • A 5-year experience in health policy, systems, planning and programming is a key requirement;
  • Experience of working with the public sector either as an official or consultant is required;
  • The consultant will also be required to have some knowledge of health sector programming and budgeting;
  • Knowledge of Human Rights Based Approaches to programming is essential;
  • Significant experience in drafting national policy and strategies in line with government of Uganda regulatory policy guidelines.

Language requirement:

  • Proficient in both written and spoken English language.

Duration of the Work:

The consultancy assignment will take a period of 20 working days commencing from the date of signing the contract.

Duty Station:

The Consultant will be engage with different MDAS and respective institutions to obtain information to inform the synthesis report.

The key stakeholders to participate in this undertaking are; the Ministry of Health, National Planning Authority, Uganda Human Rights Commission, Ministry of Finance, Office of the Prime Minister, Ministry of Local Government, United Nations Office for Human Rights (UNHR), United Nations Population Fund (UNFPA), World Health Organization (WHO), Representatives of private sector and Civil Society organizations.

Scope of Price Proposal and Schedule of Payments:

  • Daily Fee - this option is only suited when the duration of engagement is definitive and the possibility of any extension is either very low/minimal, or manageable, if at all expected. This approach must be re-considered if the assignment has a high likelihood of extension or prolonged engagement, as it can create serious cost implications, and may undermine value-for-money.

When the daily fee option is used, the TOR must clearly specify that:

  • The Daily fee must be “all-inclusive”; and
  • an IC Time Sheet must be submitted by the Contractor, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees.

Lump Sum Amount – this is the preferred approach, because it is representative of IC payments closely linked to deliverables. It also has the added benefit of lowering transaction costs for UNDP. When this approach is used, the Requesting Unit must providethe following :

Clearly state that the lump sum amount must be “all-inclusive”:

The lump sum amount of 12,000,000 Uganda shillings will be all inclusive.

The contract price of 600,000 will be a fixed price per day for a period of 20 working days commencing on the date of signing the contract.

  • If duty travels are expected, provide the Offerors with the UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations.This will give them an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment; and
  • Include in its initial payment the actual cost of the IC’s travel to arrive at the designated Duty Station. Such cases therefore imply that the completion of the journey can be considered as one of the deliverables payable upon arrival.

Criteria for Selection of the Best Offer:

  • Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%; or
  • Lowest price method – where the award will be made to the qualified/responsive individual who offered the lowest price.

Option (a) is ideal for intellectual services where the methodology or approach to the work may differ from one individual to another and directly impacts the quality of the result. Option (b) is ideal for standard type of services where there are not many possible ways of undertaking/performing the work.

If Option (a) is chosen, the key criteria for rating the qualification and methodology must be stated together with their equivalent percentage weight, so that Offerors can craft their offer appropriately.
