TOTAL UP UGANDA, an Oil and Gas Exploration and Production Company in its capacity as Operator and in conjunction with its joint venture partners, TULLOW UGANDA LIMITED and CNOOC UGANDA LIMITED, requires the services of an experienced and reputable Engineering Procurement and Construction (EPC) contractor to provide site preparation (designated as package 1 hereafter) in respect of the development of the Tilenga Project, Lake Albert Basin, Republic of Uganda.

General Field Development Description:

The Tilenga oil and associated gas development is located in the Northern area of Lake Albert in Uganda, and covers the fields in Contract Area 1 and the Northern part of Licence Area 2.

The major development surface facilities include the followings:

a)   the well pads and the upstream gathering network

b)   the Industrial Area , including the Central Processing Facility (CPF) with integrated Tank Farm

c)   Victoria Nile River crossing with Block Valve Stations in each shore

d)   the water abstraction pipeline (from the Lake Albert to CPF) with dedicated Pumping Station

e)   the associated supporting infrastructure (camps, roads etc.)

The Enabling Infrastructure Package 1, for which EPC services and works are to be provided, covers the site preparation of the Industrial Area, including 3 sub packages:

a)       Sub-package (1) New Access Road to the Industrial Area. Length 100m: Reference No: 10004851

b)       Sub-package (2) Earthworks and drainage. Surface 300ha: Reference No: 10004852

c)       Sub-package (3)) Area temporary fencing. Perimeter ?km: Reference No: 10004853

The Services will include, but not be limited to, for each of the above sub-packages:

a)    Detail and/or construction engineering (construction specifications/procedures, execution drawings, material datasheets etc)

b)    Procurement (material, equipment etc)

c)    Construction works

Minimum Requirements:

a.       The vendor MUST provide proof of current registration to; or application to be registered to; the National Supplier Database for the year 2018.

b.       Experience of QHSE policy, procedure and process in compliance with IFC Performance Standards and international industry standards

c.       At least 10 years similar EPC experience in Earth & Civil Works for oil & gas and/or industrial facilities in Africa or worldwide

d.       Fully certified and experienced personnel, and their availability

d. Equipment required for the works and services compliant to the industry standards

e.       Financial capability to deliver the works and services

f.        Commitments to National Content requirements of the Government of Uganda
