1. The Government of the Republic of Uganda received Grant and Loan financing from the Nordic Development Fund (NDF) and the African Development Bank (AfDB) respectively towards the cost of Farm Income Enhancement and Forestry Conservation Programme: Project-2 (FIEFOC -2), and intends to apply part of the agreed amount of the Grant to payments under the contract for Consultancy Services To Conduct Climate Smart Agriculture Capacity Building and Training Activities in the Water Shed Areas of Wadelai, Tochi, Mubuku II, Doho II and Ngenge Irrigation Schemes (the "Assignment").

 2. The overall objective of the Assignment is to build the capacity of the project participating farmers in climate smart agriculture with a major focus on alternative livelihoods and skills development along apiculture, aquaculture, rice and other potential value chains in five water shed areas. Objectives of the Assignment will include: (i) Conducting a rapid appraisal of the possible climate smart farming initiatives (technologies, practices and opportunities) to benchmark Climate Smart Agriculture training activities in the project areas; (ii) Designing a training implementation strategy and training manuals for Climate Smart Agriculture capacity building activities; and (if) Building the capacity of 15,000 farmers/farmer groups in the identified Climate Smart Agriculture activities using the developed training manuals (in (H) above).

3. The Assignment shall be executed over a duration of 24 calendar months.

4. The Ministry of Water and Environment now invites eligible consultants to express their interest in providing these required services. Interested consultants must provide information indicating their suitability and qualifications for performing the services supported by relevant documentation. Such information shall include, as relevant and appropriate: (a) Brochures; (b) Description of assignments of similar nature conducted in the last 5 years, clearly indicating specific experience of both firm and key staff in undertaking similar assignments; (c) Experience in similar conditions and in the region in the last 5 years; and (e) Indicate availability of appropriate managerial and technical skills among staff related to the assignment. Consultants may constitute joint ventures to enhance their chances of qualification.

5. A shortlist of qualified firms will be established based on an evaluation of Expressions of Interest. Short listed firms will be invited to submit detailed technical and financial proposals. Evaluation criteria and relative weighting for short list selection are as follows:

• Assignments of similar nature conducted in the last 5 years (40%):

• Experience in similar conditions/in the region in the last 5 years (30%);

• Availability of appropriate skills among key staff (30%). Establishment of the short list and the selection procedure shall be in accordance with NDF guidelines available on the NDF website at http://www.ndf.fi. The selection method is "Quality and Cost Based Selection". There are no eligibility restrictions; consultants of all nationalities are eligible to submit expressions of interest.
