The short listing criteria will include: TERMS OF REFERENCE FOR CONSULTANCY TO DOCUMENT LESSONS LEARNED AND GOOD PRACTICES FROM IMPLEMENTATION OF INITIATIVES UNDER THE UGANDA STRATEGIC INVESTMENT FRAMEWORK FOR SUSTAINABLE LAND MANAGEMENT 1. Introduction The government of Uganda was among the first four Sub-Saharan countries to formulate and adopt a Strategic Investment Plan (SIF) for Sustainable Land Management (SLM). Formulation of the U-SIF SLM was commissioned by the Government of Uganda with direct support from key Terr-Africa partners including NEPAD, COMESA, UNDP, UNCCD-GM, and the World Bank. CAADP partners such as DFID, USAID, Norway, SIDA and GTZ directly or indirectly supported the process. The Uganda SLM SIF was developed as part of the then (2010) National Development Plan (NDP I) and its specific sector plans for agriculture, water & environment, energy, lands, and trade particularly the Development Strategy and Investment Plans (DSIPs) for the Agricultural sectors. It was organized into two phases: Phase I (2010-2015) and Phase II (2016-2020) with long-term objectives: (i) to scale up targeted pro-poor on-the-ground investments in SLM; (ii) mainstream SLM in development frameworks and strategy at all levels; (iii) improve governance for land management decision making, and (iv) improve mutual learning across stakeholders. The goal of the Uganda Strategic Investment Framework for Sustainable Land Management (U-SIF SLM) is to improve natural resource based livelihoods and other ecosystem services by increasing the area of land under sustainable management and to mitigate the effects of climate variability and change on land productivity. The U-SIF SLM aims at providing an integrated cross-sector approach to investing in solutions to crosscutting SLM challenges. It also aims at scaling up and mainstreaming SLM into the centre of Uganda’s national development agendas. The U-SIF SLM provides an effective platform to build synergies between the 3 Rio Conventions namely the UNCCD, the UNFCCC and the CBD at the local and national levels. This is largely justified by the fact that most of the manmade destruction of the environment are carried out on land. In addition, the contribution of SLM practices/technologies to biodiversity conservation, carbon sequestration and resilience to climate change risks are enormous. Sustainable land management (SLM) is consequently fundamental to achieving the goals of all three Conventions: changes in land management undertaken to address land degradation and desertification can simultaneously reduce net greenhouse gas emissions and contribute to conservation of biodiversity. Uganda has also taken steps to prepare for implementation of SDG Target 15.3 on land degradation neutrality target setting and has set her targets. 2. Need for Documentation of Lesson Learned and good practices from the First Phase of The SLM -USIF The U-SIF SLM has a 10 year (2010-2020) horizon and was organized into two phases: Phase I (2010-2015) and Phase II (2016-2020). This was purposefully meant to be in line with the country planning five year cycle for the National Development Plan (NDP). The first NDP (2010) and the relevant sector investment plans have just been reviewed and Uganda has adopted the second NDP (2016-2020). This calls for the review and updating of the U SIF SLM to make it compliant with the NDP (II), the SDGs, and new approaches to the implementation e.g. SLM and the UNCCD as well as new challenges – climate change and drought. It is important that the review and update of the USIF is informed by lessons learnt from the implementation of initiatives under the first phase of the USIF. The lessons learned and good practices report will contribute to the measure of success of the first phase of U-SIF SLM and will provide a basis and building blocks to strengthening implementation of the second phase of USIF. The lessons learned will also help in shaping future projects under the second phase of the USIF by providing scalable practices, technologies and approaches. Since 2010 the Government of Uganda has implemented a number of SLM initiatives in the framework of the U-SIF SLM with support of various Bilateral and Multilateral partners. Key among these are the World Bank ATAAS project SLM Sub-component, The UNDP Mainstreaming SLM in the Cattle Corridor Project, The UNDP SLM Enabling Environment Project in the Cattle Corridor. The UNEP Stimulating Community Initiatives in SLM, The COMESA, UNDP, FAO Enhancing Climate Smart Agriculture in 5 Districts in Eastern Uganda. The implementation of the USIF has involving a wide range of players / sectors including Government Ministries and Agencies, Development Partners, the Civil Society Organizations, Faith Based Organisations, the Private Sector and individuals. After more than 5 years of U-SIF SLM implementation lessons, experiences and innovations have been generated which should be shared to inform future initiatives. A review and documentation of lessons learnt and SLM good practices, technologies and approaches will facilitate their replication in the management of natural resources at local level and integration in new SLM projects. In light of this background, the Ministry of Agriculture, Animal Industry and Fisheries through the ATAAS project SLM Sub-Component wishes to hire the services of a consultant to identify, assess and document the Lessons Learnt and SLM good practices from first Phase of U-SIF SLM implementation. 3. Objectives of Documenting Lessons Learned from First Phase of USIF implementation The objective of the Consultancy is to identify, assess and document lessons learned and SLM good practices, technologies and approaches from the first phase of USIF SLM implementation to inform its review and update as well as the formulation of future SLM projects. 4. Tasks (i) Inception Report - Prepare and present to the SLM technical committee an Inception report outlining the consultant’s interpretation of the ToRs, the methodology and key outputs to deliver the assignment including work plan and schedule of activities and the report table of content; (ii) Conduct a Desk review of baseline, evaluation, progress and study reports and other relevant reports of Projects, initiatives and activities implemented in the framework of the USIFSLM assess progress of change in achieving the targets set under the USIF; (iii) Review policies, programs, Projects and institutional arrangements of the 5 Sectors participating in the USIF SLM Inter Ministerial Cooperation Framework namely (MAAIF, MWE, MLHUD, MEMD and MTIC and their agencies) to assess U-SIF SLM Value addition and progress of change in terms of investment, awareness and mainstreaming to achieve SLM objectives and targets ; (iv) Conduct a field assessment of on the ground initiatives in at least 6 projects under the USIF SLM and at least 3 initiatives implemented by CSOs, FBOs and Enterprise Platforms taking into account the gender dimension Undertake focus group discussions with beneficiary groups and asses the technologies, practices and approaches used in terms of their technical, economic, environmental and gender response to the objectives of the USIF SLM and document their experiences, lesson Learned and good practices; (v) Write at least 35 Feature Stories(2-3pages each) that indicate the value addition and progress of change and impact of SLM initiatives at the individual, household, community, landscape and local government, and national, levels taking into account gender and use photography to capture current results; (vi) Assess the potential for adoption of lessons learned and identified good practices, recommend methodologies for their promotion, popularization and scaling up. Outline how new priorities, challenges and approaches e.g. SDGs, LDN, NDC and NAPs could be better integrated in U SIF SLM second phase initiatives. (vii) Make recommendations on policy, legislative and institutional measures that could be used to effectively integrate lessons learned and scale up SLM good practices in the second phase of the USIF (viii) Policy brief with recommendations to inform policy (ix) Prepare a final report and 5.0 Outputs and Deliverables The assignment is estimated to be undertaken in 30 days spread through three (3) months. The expected outputs and specific deliverables on this assignment are: Deliverables/Outputs Period/Duration of Study Consultant’s Time (i). An inception report; 2 Weeks 2 days (ii) Draft report presented to stakeholders for validation (including reports of consultative meetings, draft Policy Briefs, and feature stories; stakeholder 5 Weeks 15 days (iii) A compilation of feature stories on good practices and lessons learned 2 Weeks 7 days (iv) Policy Brief on lessons learned and good practices 1 week 2 days (v) A final Report on Lessons Learned and good practices on the first phase of the U-SIF SLM. 2 Weeks 4 days TOTAL 12 Weeks (3 Months) 30 days 6.0 Qualifications and experience required The consultant should have at least a Master’s Degree in any of the following: Agriculture, Forestry, Natural Resources Management, Environment Science, Climate Change, or related fields from a recognized and reputable institution. The consultant must have undertaken similar or related assignments in the last 5 years. Knowledge of the UNCCD, UNFCCC and Terr-Africa processes will be an added advantage. Other added advantages include experience in Sub-Sahara Africa and local content. 7. Payment Modalities a. First Payment (20%) after presentation of an acceptable Inception Report b. Second Payment (30%) after submission of acceptable/validated Review Report c. Final payment (50%) after submission of acceptable Final Report 8. Consultancy Implementation Arrangements The consultant shall work closely and be supervised by the ATAAS Project Coordinator and report to the Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) through the SLM Technical committee. Day to day activities and backstopping of the consultant will be facilitated by the SLM Coordinator
