The Government of the Republic of Uganda represented by the Uganda National Roads Authority (UNRA) has allocated funds to the National Roads Development and Maintenance Programme (NRDMP) and seeks to utilize part of these funds towards Consultancy Services for Independent Design Check of Detailed Engineering Designs for Various Road Projects.

1. The main objective of the Consultancy Services in connection to the identified road projects are to:

a) Improve the quality of Designs prepared for the respective road projects

b) Promote Value Engineering and ensure UNRA attains Value for Money in the various design projects; improve the quality of the National Road Network and promote the continual improvement of the National Road Sector in Uganda.

2. The Uganda National Roads Authority (UNRA), hereinafter referred to as the “Employer” seeks to identify a suitably skilled and experienced Consultant to assist the Employer with the following:

(a) Undertake Independent Design Check of the Designs prepared for various projects by UNRA, and;

(b) Arising out of the Independent Design Check, prepare Value Engineering recommendations and proposed improvements to rectify the design defects or gaps as agreed with UNRA.

3. Consulting firm may associate with other firms on the basis of joint venture or sub-consultancy to enhance their qualification with a clear indication of the type of association as joint venture or sub-consultancy.

 

4. The Consulting firm should be with a multi-disciplinary team with necessary skills and experience in Design for Road Upgrading and/or rehabilitation projects. International qualified firms will be expected to make alliance with local firms as appropriate in accordance to the new construction industry policy that seeks to promote local firms.

5. The Expression of Interest submission should include but not be limited to the following:

(a) Full names of Consultant/firm or Joint Venture, Address and Registration details/Certificates (including year of Incorporation or years of experience);

(b) Authorized Contact person(s);

(c) Signed statement indicating that the Consultant does not have conflict of interest in the subject of procurement;

(d) A copy of the Trading License of the Consultant for 2017 or its equivalent;

(e) A brief profile of the Consultant clearly highlighting projects done in Africa as a region;

(f) Evidence of extensive knowledge and experience in Independent design check of Feasibility Studies and Detailed Design of major Road projects;

(g) Name and summary of educational qualification, experience and competence of key staff;

(h) Details of similar major assignments undertaken (i.e. Independent Design Check assignments completed or on-going), cost of assignments, year and name of funding agency. For on-going projects, firms should include the progress to date and experience of similar conditions (East Africa), and;

 

(i) Evidence of availability of appropriate skills among staff either as permanent employees, freelance Consultants or their associates.

6. On the basis of the applications received, three (3) to six (6) best qualified candidates will be invited to submit technical and financial proposals.

7. Interested Consultants may obtain further information at the address below during office hours from 0900 hours to 1600 hours (local time) on Mondays to Fridays.

8. Expression of Interest in English in one original and two copies must be delivered to the address below in person on or before 13th March, 2018 at 11:00 a.m. with the envelope or packaging clearly marked “Expression of Interest for Consultancy Services for Independent Design Check for Engineering Designs for Road Projects”: Bids will be opened in the presence of the applicants’ representative who choose to attend at the address below on 13th March, 2018 at 11:30 a.m.

9. Applications submitted by any other means will not be considered
