Background:

Considering the rate at which wetlands are disappearing, the Government of Uganda initiated the process of restoring wetlands starting with the most affected areas of Eastern and South-Western Uganda. (Districts in the East include; Kaliro, Namutumba, Pallisa, Budaka, Kibuku, Butaleja, Tororo, Mbale, Bukedea and Ngora while those in the south western include; Kabala, Kisoro, Rukungiri, Kanungu, Ntungmo, Bushenyi, Buhweju, Rubirizi, Sheema and Mitooma). However, for this process to be implemented effectively there is need to undertake detailed assessments to generate information that will inform the process.

The information gathered and the discussion held with all stakeholders during the assessment will inform the restoration process and enhance the chances of a successful restoration initiative. In order to undertake this activity, the Ministry of Water and Environment wishes to contract a competent firm to implement this task and produce quality information backed by data that will guide the process. These Terms of Reference provide a general outline of the tasks. On the basis of this, the firm(s) will be expected to present a proposal on how they would approach the assignments of undertaking the above captioned studies.

Overall Objective

The overall objective of carrying out the assessment/study is to generate information and data that will guide effective implementation of the restoration project in Eastern and South Western Uganda in the districts indicated above.
