  1. The has allocated/received funds from GOU to be used for the acquisition of the consultancy services described below.

    MINISTRY OF WORKS AND TRANSPORT NOTICE OF EXPRESSION OF INTEREST (NEoI) PROCUREMENT REFERENCE NUMBER: MOWT/CONS/2017-18/00179 (OPEN BIDDING INTERNATIONAL) PROVISION OF CONSULTANCY SERVICES FOR THE ESTABLISHMENT OF THE ROAD CRASH DATA SYSTEMS (RCDS) IN UGANDA ROLLOUT PHASE. 1. The Government of the Republic of Uganda (GoU), represented by the Ministry of Works and Transport (MoWT) has allocated funds to be used for acquisition of the above captioned consultancy services. 2. The Ministry therefore intends to acquire the services of a Consultant with the objective of supporting the functionality and rollout of the Road Crash Database System (RCDS). 3. Scope of the assignment: The Consultant’s services will include: Operationalize the RCDS software, complete the setup of the RCDS server installations, assign user accounts, carryout initial troubleshooting of the software, provide initial technical support and on job technical training of the RCDS for the duration of the assignment; and conduct trainings. Timeframe for the assignment shall be nine months starting from date of commencement of the Consultant’s assignment. 4. The Ministry now invites eligible and qualified Consultants to indicate their interest in providing the required design and construction supervision services. Interested consultants must provide information indicating that they are qualified to perform the services including experience in similar assignments, and availability of appropriate skills among staff, proof of legal status, firm’s organizational set up and financial status. 5. Consultants will be short listed to tender and subsequently selected in accordance with the procedures set out in the Government of Uganda’s Public Procurement and Disposal of Public Assets (PPDA) Act and Regulations 2014. 6. Short listing shall be based on the eligibility and qualifications (capacity) of the applicant. The shortlist shall be made of the best ranked 3-6 applicants eligible to the criteria below: a) Eligibility of applicants (on a pass/fail basis) i) Legal capacity to enter into a contract with GoU ii) Applicant is not insolvent, in receivership, bankrupt or being wound up; iii) Business activities of applicant are not suspended iv) Applicant is not under legal proceedings for any of (ii) v) Has fulfilled obligations to pay taxes and social security contributions. vi) Applicant does not have a conflict of interest vii) Applicant is not suspended by PPDA b) Qualification (Capacity) documents: brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. Consultants may associate or form joint ventures to enhance their qualifications. 7. Interested eligible consultants may obtain further information at the address given below (in Paragraph 8) from 08:00 AM - 05:00 PM. 8.   3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.
  4. The short listing criteria will include: Short listing shall be based on the eligibility and qualifications (capacity) of the applicant. The shortlist shall be made of the best ranked 3-6 applicants eligible to the criteria below: a) Eligibility of applicants (on a pass/fail basis) i) Legal capacity to enter into a contract with GoU ii) Applicant is not insolvent, in receivership, bankrupt or being wound up; iii) Business activities of applicant are not suspended iv) Applicant is not under legal proceedings for any of (ii) v) Has fulfilled obligations to pay taxes and social security contributions.
  5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.
  6. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted consultants.
