Ministry of Health (MoH) through the Pharmacy Department (PD) is implementing the National Pharmaceutical Sector Strategic Plan (NPSSP Ill) with the goal of contributing to the attainment of the highest standard of health for the population of Uganda, by ensuring the availability, accessibility, affordability and appropriate use of essential medicines of appropriate quality, safety and efficacy at all times. MoH would like to undertake a Mid-Term Review (MTR) of the NPSSP Ill to monitor progress of implementation. WHO on behalf of MOH is seeking services of a consultant to undertake this assignment work in close collaboration with the MTR task force as per terms of reference below:

Terms of Reference for the Consultant

The consultant will work in close collaboration with the NPSSP MTR task force between April and June 2018. He /She will be answerable to the Assistant Commissioner Health Services responsible for Pharmacy. The consultant will support PD in carrying out an in-depth analysis to assess attainment of NPSSP objectives, explaining observed performance, identifications of challenges and options to addressing them and, best practice using relevant existing data from administrative and health facility data sources, as well as research publications, to inform the MTR. He / She will:

• Take lead in supporting PD in the coordination, management and completion of the preparation of the MTR analytical report.

• Put together materials, data and analyses for the MTR analytical report.

• Identify, compile, analyse and interpret the relevant data from approved data sources at national and sub-national levels.

• Identify the major achievements, performance trends, key challenges, lessons learnt and best practices.

• Analyze the strengths, weaknesses, gaps and missed opportunities in improving the different NMP areas of focus, health information system and the Monitoring and Evaluation (M&E) Plan for Implementation of the NPSSP during the period under review.

• Make appropriate and feasible recommendations in order to foster improvement in the Pharmaceutical Sector in the remaining years.

• Prepare, and present the draft MTR report to the MPM TWG/ stakeholders

• Review MPM/stakeholder comments, finalize MTR Report and action plan.

Deliverables of the Consultant:

1) Monthly MTR process progress reports.

2) Draft National Pharmaceutical Sector Strategic Plan Ill Midterm Review Report.

3) Final National Pharmaceutical Sector Strategic Plan Ill Midterm Review Report.

Person Specifications:

? MBCHB or Pharmacy with post-graduate training in Public Health or Health Services Management

? Knowledge and skills in monitoring & evaluation

? Minimum experience of 12 years and more working with the Health Sector in developing or reviewing policies & strategies

? Demonstration of having previously done similar work will be an added advantage

Remuneration:

Salary will be in accordance with the UN (Uganda) National Consultants Scale at a rate of (NOC > 10 years) for 30 days.

Payment terms:

1) Initial payment of 25% on signing of the contract & submission of inception report

2) 25% payment on submission of

a. First monthly MTR process progress report.

 b. Draft NPSSP 2015/16 — 2019/20 MTR Report.

3) Final payment of 50% on submission of

a Final NPSSP 2015/16 — 2019/20 MTR Report.

b Second NPSSP MTR process progress report.
