TOTAL E&P UGANDA (COMPANY) in its capacity as Operator of EA 1 and on behalf of EA-2N Operator TULLOW UGANDA OPERATIONS PTY LIMITED invites experienced and reputable companies to express interest in the provision of Construction Water Management Supply Services (SERVICES) in respect of the development of the Tilenga Project (EA-1, EA-1A and EA-2N), Lake Albert Basin, Republic of Uganda..

General description of Field Development:

The Tilenga oil and associated gas development (PROJECT) is located in the North-East area of Lake Albert in Uganda, and covers the fields in EA 1 and EA- 2 North.

The major surface facilities developments (SITES) include the following: a) Central Processing Facility (CPF) with integrated facilities. b) Drilling Well pads (around 30) and its piping network. c) Accommodation camps and storage areas. d) Victoria Nile River crossing (piping and ferry crossing) e) Water Abstraction Area and pipeline (from Lake Albert to CPF) f) Associated supporting infrastructures (roads, airstrip, helipads)

Main SERVICES shall include Water Management Services:

Involving overall planning, set up and maintenance of the Tilenga water supply network to meet the construction and drilling needs of the PROJECT with a Water demand peak of 4,500 m3 /day.

Specific SERVICES shall include but not be limited to:

a) Undertake hydrogeological investigations to update existing COMPANY studies on potential ground water usage in the PROJECT area aimed at establishing a network of water wells to meet PROJECT requirements

b) Assist COMPANY in the overall planning of temporary water abstraction from both surface and ground water sources and coordination of supply prior to the availability of a permanent water abstraction system

c) Management of the application process for individual water well abstraction permits

d) Implementation and monitoring of temporary water abstraction commitments

e) Engineering, procurement, installation / drilling and commissioning of new water wells including all the necessary pump installation and associated testing (approx. 30 wells)

f) Servicing of new and existing water wells in the PROJECT area

g) Supply of water for drilling and construction to COMPANY Contractors at development SITES with optional delivery services from water abstraction points to SITES

h) Decommissioning of water wells at the end of their service life

Minimum Requirements to participate in the Prequalification Process:

a) Must have a HSE Management System, Quality Policy and related procedures in compliance with local and international standards

b) At least 5 years experience in providing similar services. Preference shall be given to Ugandan Companies, Ugandan registered companies or proposed Joint Venture / Partnerships with Ugandan Companies.

c) Suitably qualified and certified personnel and equipment to perform the SERVICES d) Financial capability to deliver the SERVICES

e) Current registration to; or application to be registered to; the National Supplier Database for the year 2018.

f) Ownership of, or access to, water drilling rig(s) available for use on the PROJECT.

g) Ability and means to offer delivery services.

h) Submit a PROJECT specific philosophy statement describing how the interested company would responsibly undertake the SERVICES.
