The Rural Electrification Agency has received financing from the French Development Agency (AFD), and intends to use part of the funds thereof for payments under Consultancy Services for Independent Verification Agent (IVA) of households electricity connections under the Rural Electrification in the mid-Western and South Western Service Territories.

The scope of services of the consultant shall consist of:

• Verify that the households are eligible

• Verify that the connections, have been physically delivered, are working, and been properly documented, and

• Recommend to REAto proceed with the disbursement request of subsidy to the Service Providers by the financier.

The IVA in particular shall be required to carry out the following activities based on data supplied by the Service Providers:

• Desk-based verification of all connections made by the Service Providers:

• Physical verification of a sample of the submitted connections (20% of each batch).

• Recommend for payment

The project, will cover an implementation period of 3 years and targets to realize about 65,000 households and few SMEs within the project area.

The Rural Electrification Agency hereby invites consultants to show their interest in delivering the Services described above.

Eligibility criteria to AFD's financing are specified in sub-clause 1.3 of the "Procurement Guidelines for AFD-Financed Contracts in Foreign Countries", available online on AFD's website www.afd.fr.

Interested consultants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.

If the consultant is a Joint Venture (JV), the Expression of Interest shall include a copy of the JV Agreement entered into by all members. Alternatively, a letter of intent to execute a JV Agreement in the event of a successful proposal shall be signed by all members and submitted with the Expression of Interest, together with a copy of the proposed Agreement.

Determination of the similarity of the experiences will be based on:

§ The nature of the Services: The Consultant must have, during the last five years completed a minimum of two (02) similar assignments and at least five (5) assignments involving audit and /or results monitoring of Services and accountability for donor funded projects.

§ Documented evidence (list of contractors including discretion, value, year of commencement, year of completion, client and contract person for reference) accomplished with acceptance letters that demonstrate the consultant's experience and successful projects should be submitted.

§ The technical area and expertise: The consultant will demonstrate expertise in the following fields: Electrical Engineering & Financial Analysis

§ The location: The consultant should demonstrate experience of working in Sub Saharan Africa. a The consultant shall also demonstrate experience in results monitoring and accountability of donor funded projects with result based milestones of utility nature in the form of

• Verification of household electrical connections

• Verification of water connections (households).

• Verification of solar PV connections/installations

Among the submitted applications, the Rural Electrification Agency will shortlist a maximum of 6 consultants, to whom the Request for Proposals to carry out the Services shall be sent.
