1. The mid-term review (MTR) of the second National Development Plan (NDP2), 2015/16-2019/20 and the end evaluation of the first National Development Plan (NDP1), 2010/11-2014/15, are provided for in the NDP2, The National Vision 2040 and the National Planning Authority (NPA) Act 15, 2002.

2. The overall objective of the consultancy is to carry out the NDP2 mid-term review and the NDPI evaluation in order to determine the extent of the progress made at the mid-point of the implementation of the NDP2 and at the full course implementation of the NDP1, including their attendant projects and programmes.

3. In view of the above, Government of Uganda intends to concurrently undertake both the NDP2 MTR and the NDP1 evaluation during the period July-December 2018. Both activities will be coordinated concurrently by the NPA with the support of an inter-agency technical committee comprising key stakeholder institutions.

4. Both the MTR and the NDPI Evaluation will be undertaken using thematic approaches of: Results Framework; Economic Management; Institutional Framework; Political Economy; Development Partnership; and Policy and Strategic Direction.

5. NPA now invites eligible consulting firms ("Consultants") with international experience to indicate their interest in providing the consultancy Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 6. The Expression of interest submission should include but not be limited to the following:

(i) Full names of the consultancy firm/Joint venture, address and registration details/certificates(including year of incorporation or years of experience

(ii) Brief profile of the consultants/firm

(iii) Authorized contact persons and address/contact of reference institutions

(iv) Evidence of extensive knowledge and experience in MTRs of Development plans

(v) Name and summary of educational qualifications, experience and competence of key staff and associates who will participate in the evaluation/assignment. Evidence by commitment letters to the firm.

(vi) Details of similar assignments undertaken (completed or ongoing) in evaluation of national development plans, policies and programmes, cost of assignments, year and name of funding agency.

7. The evaluation criteria will be as follows:

(i) Preliminary examination to determine eligibility of the firms (A copy of the trading license of the firm or its equivalent, A copy of the certificate of registration of the firm, audited books of accounts for the past two years, signed statement indicating that the firm/ consultants do not have a conflict of interest in the subject of the procurement;

(ii) Detailed evaluation to assess the competence of the firm against the following criteria: The experience of the consultant in MTRs of NDPs, NDPI evaluation and similar assignments; skills of the consultants relevant to the assignment; firm's organizational set up; educational qualifications and experience of consultants who will associate with the firm on this assignment.

8. On the basis of applications received, 3 (three) to 6 (six) best qualified firms will be invited to submit technical and financial proposals.

9. Interested firms may obtain further information at the address below during hours from 08:00 hours to 16:00 hours Local time, Mondays to Fridays.

10. Expression of interest in English in one original and two copies should be delivered to the address below on or before 03rdMay, 2018 at 2:30pm with the envelope or packaging clearly marked "Expression of interest for consultancy services for MTR of the NDP2 and End of NDP1 Evaluation". The bids will be opened in the presence of the applicants' representatives on 03" May, 2018 at 3:00pm at the National Planning Offices. Bids should be addressed to:
