1. The Republic of Uganda has received a loan from the International Development Association towards the cost of the East Africa Public Health Laboratory Networking Project (EAPHLNP), and intends to apply part of the proceeds of this loan to payments under the Contract for supply and delivery of ten (10) Temporary Isolation Units for Viral Haemorrhagic Fever (VHF).

2. The Ministry of Health now invites sealed bids from eligible and qualified bidders for Supply and Delivery of the above supplies.

3. Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procurement method contained in the World Bank Guidelines for procurement and the procedures described under Open Domestic Bidding procedures contained in the Government of Uganda's Public Procurement and Disposal of Public Assets Act, 2003 as amended and is open to all eligible bidders as defined in the Regulations.

4. Qualifications requirements include: The bidder shall have a financial capability evidenced by a minimum average annual turnover equivalent to twice the bid price within the last three (3) years, Experience of having performed at least three (3) contracts of similar scope and of value to the offered goods executed in the last five (5) years supported by copies of delivery notes and Certificates of Good performance and other requirements in the biding document.

5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address (8a) given below from 9:00am. to 5:00 p.m. local time.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below in No.(9a) upon payment of a non-refundable fee of UGX 100,000 (Uganda Shillings One Hundred Thousand Only). The method of payment will be by direct deposit to a Bank in Uganda partnering with Uganda Revenue Authority for Collecting Non Tax Revenue. The Bidding Documents will be available for collection at the address in No.(9a) below on the 19th of April, 2018. A pre-bid meeting shall be held on 3. May, 2018 starting at 12:00 pm at the venue in No.(9b) below.

7. Bids must be delivered to the address in No.(9c) below at or before 10:00am on 17. May, 2018 clearly marked BID FOR SUPPLY OF TEN (10) TEMPORARY ISOLATION UNITS FOR VIRAL HAEMORRHAGIC FEVER (VHF); REF NO. MOH-EAPHLNP/SUPLS/17-18/00043. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened the same day of 17th May, 2018 in the presence of the bidders' representatives who choose to attend in person at the address in (9d) below on the same day starting at 10:15 am.

8. All bids must be accompanied by a Bid Security of UGX 10,000,000 (Uganda Shillings Ten Million only) or other freely convertible currency in a format of a Bank Guarantee. 9. The addresses referred to above are:
