Name of project : Improvement of Land Governance in Uganda to increase productivity of Small-scale Farmers on Private Mailo-Land (ILGU)

Subject : Mapping of land parcels (bibanja) of bona fide and lawful tenants on Private Mailo in the Districts of Mityana and Mubende

The Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit company with worldwide operations in the field of international cooperation for sustainable development within the context of bilateral cooperation between the governments of Uganda and Germany. GIZ Uganda announces an Expression of Interest (E0I) for the provision of fit-for-purpose mapping of land parcels (Bibanja) on private Mailo.

The project: "Improvement of Land Governance in Uganda to Increase Productivity of Small-Scale Farmers on Private Mailo-Land" (ILGU) is co-funded by the European Union and the German Federal Ministry of Economic Development and Cooperation (BMZ). The project is implemented by GIZ together with the Ministry of Lands, Housing and Urban Development (MLHUD) in the Districts of Mityana and Mubende. The objective is to improve access to land as a central precondition for poverty reduction in rural areas for certain population groups, especially for women and marginalized groups.

Within this tender process, concessions for the mapping of lawful and bona fide tenants' land-use rights (Bibanja) on private Mailo of an entire sub-county in one of the two Districts of Mityana and Mubende shall be granted to a private survey firm. The tender is following the fit-for-purpose approach which GIZ ILGU has already piloted. The approach is highly supported by the Ministry of Lands, Housing and Urban Development. The bidding survey firm will be required to submit a bid for a price per parcel mapped, according to the specific sub-county. The fit-for-purpose equipment used for the land parcel mapping will be made available by the ILGU project. The concession is awarded to the best offer according to the evaluation criteria (price, experience, human resources, technical concept, performance forecast and socio-economic performance). A total of up to four (4) Sub-Counties in the two districts of Mityana and Mubende will be available for tender.

GIZ Uganda invites eligible and competent firms to submit their expression of interest that should include but not be limited to the following among other details;

1. Organization profile

2. Financial position

3. Copies of certificates of registration with the Institute of Surveyors of Uganda for key personnel.

4. List of contracts successfully performed in the past 3 years

5. Three reference letters addressed to GIZ-ILGU

6. Copy of Tax Registration Certificate

7. Copy of Valid Income Tax Clearance Certificate

Submit your e-mail address to secretariat.giz-uganda@giz.de indicating "Expression of Interest fit-for-purpose land mapping" before 2nd May 2018.

Applications for prequalification should be submitted in sealed envelopes marked as "Prequalification for fit-for-purpose land mapping" and delivered to the GIZ reception desk to the following address on or before 16th of May 2018.15:00hrs.
