1. This Invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in the UN Development Business online of 24th July 2013 and on the African Development Bank Group's Internet Website.

2. The Government of Uganda has received a Loan from the African Development Fund (ADF) in various currencies towards the cost of Uganda: Support to Higher Education, Science and Technology (HEST) Education V Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for the Supply, Delivery, Installation and commissioning of Equipment for Proposed Business Incubation Centres (BIC) under the ADB V - HEST Project (Lots 2.01-2.07).

3. The Ministry of Education and Sports (hereinafter referred to as "the Executing Agency") now invites sealed Bids from eligible Bidders for the Supply, Delivery, Installation and commissioning of Equipment for Proposed Business Incubation Centres (BIC) under the ADB V - HEST Project (Lots 2.01-2.07), under International Competitive Bidding (NCB) and will be conducted in accordance with the AfDB's Rules and Procedures for Procurement of Goods and Works (May 2008 Edition Revised July 2012). Each Lot will constitute a separate contract.

4. Interested eligible bidders may obtain further information from and inspect the bidding documents at the at the office of:-

5. A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application to the said Executing Agency, and upon payment of a non-refundable fee of UGX100,000/= (Uganda Shillings One Hundred Thousand Only).

6. The provisions in the Instructions to Bidders and in the General Conditions are those of the Bank's Standard Bidding Document for Procurement of Goods.

7. Bids must be delivered to the office indicated in paragraph 4 above on or before 11:00 a.m. local time (=GMT+3) on 07 June 2018 must be accompanied by a bid security in form of an Unconditional Bank Guarantee in the amounts indicated below: -

Lot 2.02 Equipment and accessories for the Proposed Business Incubation Centre at Gulu University.

Lot 2.03 Equipment and accessories for the Proposed Business Incubation Centre at Makerere University- Kabanyolo (MUARIK) Campus.

Lot 2.04 Equipment and accessories for the Proposed Business Incubation Centre at Muni University- Arua  

Lot 2.05 Equipment and accessories for the Proposed Business Incubation Centre at Makerere University Business School (MUBS)

Lot 2.06 Equipment and accessories for the Proposed Business Incubation Centre at Uganda Management Institute (UMI)

Lot 2.07 Equipment and accessories for the Proposed Business Incubation Centre at Mbarara University of Science and Technology (MUST)

8. Bids shall remain valid for One Hundred Twenty (120) days after the deadline for bid submission.

9. Bids will be opened in the presence of bidders' representatives who choose to attend at 11:30 a.m. local time (=GMT+3) on 07 June 2018 at the offices of: -
