CONSULTANCY SERVICES TO PREPARE PLANS AND DESIGNS FOR WATER HARVESTING AND FLOOD CONTROL STRUCTURES AND BIOPHYSICAL CONSERVATION STRUCTURES AND TRAIN COMMUNITIES IN MAZIBA, AWOJA AND ASWA CATCHMENTS

The Government of Uganda through the Ministry of Water and Environment (MWE) has received funding from the Adaptation Fund through Sahara and Sahel Observatory (OSS) for implementing the "Enhancing Resilience of Communities to Climate Change through Catchment Based Integrated Management of Water and Related Resources in Uganda (EURECCCA)" Project. The MWE intends to use part of the funds to prepare plans and designs for water harvesting and flood control structures and biophysical conservation structures and train communities in Maziba, Awoja and Aswa Catchments. The consultancy is intended to; (i)Assess the potential areas for water harvesting and flood control, and biophysical conservation in agricultural landscapes, and identify and describe the actions, and design interventions to be implemented for water harvesting and flood control, and biophysical conservation structures, (ii) Identify, engage and build capacity of stakeholders in construction of water harvesting and flood control, and biophysical conservation structures, (iii) Prepare a costed plan for constructing water harvesting and flood control, and biophysical conservation structures in agricultural landscapes
The assignment will be divided into 3 lots:
Lot 1: Consultancy services to prepare plans and designs for water harvesting and flood control structures and biophysical conservation structures and train communities in Maziba Catchments.
Lot 2: Consultancy services to prepare plans and designs for water harvesting and flood control structures and biophysical conservation structures and train communities in Awoja Catchments.
Lot 3: Consultancy services to prepare plans and designs for water harvesting and flood control structures and biophysical conservation structures and train communities in Aswa Catchments.
MWE now invites eligible consultancy firms to indicate their interest in providing these services in any of the lots. Consultancy firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experiences in similar conditions and availability of appropriate skills). To qualify for pre-qualification, the scope of work done in the past should be for at least three (3) similar assignments in comparable conditions. The information presented for pre-qualification should be comprehensive. Past projects should be in nature of work done so as to generate an account of extent to the services in both scope and cost. Staff profiles indicating availability of skills that are to be provided by prospective firms for purposes of pre-qualification should provide supporting information demonstrating specific experience in the following fields of expertise;
• Water resources engineering / management, or related fields (at least 8 years' experience); construction of water harvesting and flood control structures (at least 3 years' experience).
• Natural resources/ water resources management, Agriculture, or related fields (at least 6 years' experience); construction of soil and water conservation structures (at least 3 years' experience); community involvement and training farmers in catchment restoration measures.
• Social sciences, social works & administration, development studies or community psychology(5 years); engaging communities in natural resources management (at least 3 years' experience); undertaking impact, social and gender analysis; preparing appropriate awareness programs.; Knowledge of the local language will be an added advantage If a firm expresses interest in more than one lot, different staff should be proposed for each lot.
