The Government of Uganda has received for a loan from the African Development Fund (ADF) towards the cost of the Multinational Uganda — Rwanda Project. It is intended that part of the agreed loan proceeds shall be used for payments under the contract for consultancy services to Undertake Road Safety Audits and Road Safety Sensitization, Education and Awareness Campaign for Busega —Mpigi Expressway (23.7Km).

The services to be performed under the project shall comprise carrying out Road Safety Audits (RSAs) at the design review stage, at the pre-opening and post-opening stages as well as carrying out Road Safety awareness/sensitization about the dangers of road accidents to road users after completion of the Busega-Mpigi expressway (23.7km) road works.

The project objective is to make the new roads as safe as possible before construction is started and before accidents occur. Road safety audits assess how the road will perform, focusing on the behavior of all road users. The audit identifies any road safety deficiencies and recommends possible solutions. Road Safety Audits are to be carried out by professionals with road safety engineering experience, working independently of the design/ supervision team.

The Uganda National Roads Authority (UNRA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations October 2015, as amended from time to time, which is available on the Bank's website at http://www.afdb.org.

Interested consultants may obtain further information at the address below during office hours between 9.00 hours and 17.00 hours on working days.
