Mulago National Referral Hospital is the main referral hospital in Uganda. Founded in 1913 as a treatment center for STDs, the hospital has since expanded to provide referral services to both national and international patients and doubles as the main teaching hospital for the Makerere College of Health Sciences. The hospital also serves as a general hospital for the greater Kampala Metropolitan.

The hospital is currently undergoing reconstruction and rehabilitation wherefrom two new specialized hospitals, Mulago Maternal and Neo Natal hospital and Mulago National Specialized hospital will be established.

This will bring the total bed capacity to about 3,000. It is envisaged that due to the expansion the hospital will receive on a daily basis over 10,000 visitors.

To address the congestion that may arise from this expansion the hospital through the PPP Unit of Ministry of Finance, Planning and Economic Development intends to construct a multistoried car park complete with other amenities on its land.

Mulago Hospital intends to recruit a Transaction Advisor who will provide advisory services under the Public Private Partnership framework. The transaction advisor will;

a) Undertake a comprehensive feasibility study for a project including the commercial, financial and legislative work required for a public private partnerships agreement;

b) Ensure optimum risk allocation in a public private partnership agreement

c) Design and negotiate a public private partnership agreement

d) Design and negotiate a public private partnerships agreement that guarantees long lasting social benefits and

e) Safeguard the interests of a contracting authority in the management and execution of the project and

f) Any other function as may be determined in his or her instrument of appointment.

The consultant will be shortlisted in accordance with the Public Procurement and Disposal of Public Assets Act (2003) and Regulations (2014).

Mulago National Referral Hospital now invites eligible suppliers to express interest in providing the above Services.

Interested person (s) should provide information in form of a profile demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Expression of Interest will be evaluated based on the Public Procurement and Disposal Public Assets Act and Regulations (2003 and as amended) and applicants will need to submit 5 copies of the documents (soft copy [pdf] & hard copies).

The shortlisting criteria is as follows:

Eligibility requirements including:

a) The applicant must demonstrate knowledge and understanding of the business context and an appreciation of the role of the real Estate professional as a strategic adviser. In-depth experience in providing support in identification, appraisal and implementation of real estate development projects.

b) Ability to undertake pre-investment activities including due diligence review, transaction structuring, marketing and promotion, contract preparation and development of bid/ tender documents, as well as supporting the client during the bidding process up to the award of the concession contract.

c) Experience in conducting feasibility studies and developing business cases for Real Estate and infrastructure projects in the Uganda and East Africa Regional markets, experience in traffic flow management, real estate and land development.

d) Experience in supporting procurement for real estate and infrastructure projects including sub-projects identification and implementation.

e) Experience in sourcing and contracting within the PPP framework to ensure equitable risk allocation and transfers

f) Experience in understanding of Uganda's Public Private Partnership market and building capacity within the Public private market for public sector organizations.

g) Experience in providing capacity building and transfer of skills to program/project stake holders in the areas of urban and real estate development and

h) In-depth experience in the commercial operations and management of car parking businesses especially in the Ugandan Market.

Professional Expertise;

a) Commercial/ Financial Advisor- Management Consultant with over 10 years' experience in the industry; a strong knowledge of developing strategies for real estate business/ function, prior experience in the strategic sourcing for real estate/infrastructure projects, a bachelors, Master's Degree in Engineering and registration with the Uganda Institute of professional Engineers (UIPE), Real Estate, Economics or similar, a professional qualification such as CFA, ACCA, CPA.

b) Architectural/ Engineering/ Costing Expertise with at least 5 years of experience.

c) Legal Advisor- with at least 10 years' experience.

d) The Environment and Social Safeguards Specialist with at least 5 years of experience in PPPs and should be familiar with the best practices in social/environment safeguards globally. S/he should have a graduate degree in relevant field and registered with National Environment Management Authority (NEMA).

Firms may associate with other firms in the form of a joint venture to enhance their qualifications. However the E01 should specify the nature of association.
