TOTAL E&P UGANDA in its capacity as Operator of EA 1 and on behalf of EA-2N Operator TULLOW UGANDA OPERATIONS FT( LTD invites experienced and reputable Engineering Procurement and Construction (EPC) companies to express interest in the provision of construction works for Access Roads, Logistic Facilities, Well pad civil works and Site preparation (designated as CFT packages 2, 3, 4 & 5 hereafter respectively) in respect of the development of the Tilenga Project (EA-1, EA-1A and EA-2N), Lake Albert Basin, Republic of Uganda.

General description of Field Development:

The Tilenga oil and associated gas development is located in the North-East area of Lake Albert in Uganda, and covers the fields in EA 1 and EA- 2 North. The major surface facilities developments include the following:

a)      Central Processing Facility (CPF) with integrated facilities.

b)      Drilling Well pads (around 30) and its piping network.

c)      Accommodation camps and storage areas.

d)      Victoria Nile River crossing (piping and ferry crossing)

e)      Water Abstraction Area and pipeline (from Lake Albert to CPF)

f)       Associated supporting infrastructures (roads, airstrip, helipads)

The Enabling Infrastructure Packages 2 to 5, for which EPC services and works are to be provided, is summarized as follows:

a) CFT Package (2) : Access Roads (gravel and asphalt).

Lot 1: New Access Roads in Buliisa South Nile (overall length 5 Km); CFT reference No: 10005210

Lot 2: Upgrade of roads (over-all length 45 Km) in Buliisa South Nile; CFT reference No: 10005211

Lot 3: New access roads in MFNP (over-all length 1? Km) North Nile; CFT Reference No: No: 10005212 b) CFT Package (3) : Logistics Facilities

Lot 1: Bugungu Airstrip including mainly the upgrade of the existing runway, the construction of a terminal building, fencing, patrol road (overall area 40Ha, asphalted runway length 1,5km); CFT reference No: 10005213

Lot 2: Construction of a Traffic transit Check Point (overall area 20Ha, 100 truck parking lots + support facilities such as office,

infirmary, canteen, accommodation , water and sewage treatment facilities) CFT reference No: 10005214 c) CFT Package (4) : Well pads civil works, including site preparation (local access road, earthworks, drainage, fencing) and construction of the drilling pad (concrete works such as rig foundation slab, underground cellar pits, installation of conductor pipes).

The Services will include, but not be limited to, for each of the above sub-packages:

a) Detail and/or construction engineering (construction specifications/procedures, execution drawings, material datasheets etc.)

b) Procurement (material, equipment etc.)

c) Construction works

Minimum Requirements:

 a) The participant MUST provide proof of current registration to; or application to be registered to; the National Supplier Database for the year 2018.

b) Experience of QHSE policy, procedure and process in compliance with IFC Performance Standards and international industry standards

c) At least 10 years similar EPC experience in Earth & Civil Works for oil fi gas and/or industrial facilities in Africa or worldwide

d) Fully certified and experienced personnel, and their availability e) Equipment required for the works and services compliant to the industry standards Financial capability to deliver the works and services Commitments to National Content requirements of the Government of Uganda

Interested companies shall express their interest by specifying the CFT package of interest together with the Lot of interest for each CFT package. E01 Submissions shall be labeled with the respective CFT/Lot reference title and number.
