    THE REPUBLIC OF UGANDA MINISTRY OF WORKS AND TRANSPORT REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRM SELECTION) Reference No: MOWT/CONS/2017-2018/00715. Assignment Title: Consultancy Services to Carry out Socio-Economic Surveys on all Modes of Transport Under Framework Contract Arrangement. The Ministry of Works and Transport has allocated funds to be used for the procurement of Consultancy Services to Carry out Socio-Economic Surveys on all Modes of Transport Under Framework Contract Arrangement. The Ministry of Works and Transport now invites eligible consulting firms (‘Consultants’) to express their interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services (including experience in similar assignments, and availability of appropriate skills among staff, proof of legal status, firm’s organisational set up and financial status). The objective of the assignment: The overall objective of the assignment is to carry out socio-economic surveys for each transport mode to make economic analysis of each transport infrastructure that will determine investment in that mode. The scope of services for this assignment: The scope of the consultancy services will cover all modes of transport all over the country as may be required by the department from time to time during the period of the consultancy which in this case will be one calendar year. The services will vary in scope and magnitude from time to time. Hence individual Terms of Reference will be issued for each assignment under the framework contract. The Consultant shall: i. conduct a survey to determine the current traffic flows, economic activities along each mode, forecast future traffic. ii. inspect transport infrastructure to acquaint himself with its construction and condition. iii. assess the construction and condition of each transport infrastructure. Examine all elements of the transport infrastructure. iv. carry out a brief but comprehensive analysis of the macro-economic factors that are likely to affect the economic/commercial viability of any transport mode. v. review demographic and macro-economic developments in Uganda. Review recent trends and developments in Gross Domestic Product (GDP) in Uganda in the primary economic sectors of agriculture, mining and manufacturing. He shall collect all key data pertaining to these economic activities. vi. collect and analyze traffic data necessary for him to make estimate of the existing and future transportation demand. All transportation demand estimates shall be broken down by commodity and by origin/destination. vii. consider the existing transportation supply situation that is likely to affect the economic/commercial viability of the project. viii. recommend the required developments in transport sector basing on the traffic forecasts. ix. assess the economic viability of each of the recommended transport development using internationally accepted criteria like Net Present Value (NPV), Economic Rate of Return (ERR), Cost Benefit Ration (CBR). The short-listing criteria will include: The bidder shall provide documentary evidence to demonstrate the following; I. Eligibility in accordance with PPDA act rules and regulations. II. Evidence of Experience in at least 3 similar assignments in nature and scope. III. Availability of appropriate skills among staff in the areas of specialization required for the assignment; Two Transport Economists / Planners, One Statistician, One Civil Engineer, One Sociologist. IV. A bidder has an average annual turnover over the last three consecutive years of at least Uganda shillings 400,000,000 (Four Hundred Million shillings). Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. The short listing shall be conducted in accordance with the short listing criteria, the PPDA Act, 2003 and the PPDA (procurement of consultancy services) Regulations, 2014.
