    REPUBLIC OF UGANDA Ministry of Works and Transport “REQUEST FOR EXPRESSION OF INTEREST FOR INDIVIDUAL CONSULTANTS TO OFFER SPECIALISED TRAINING IN SUPPORT OF THE MOUNT ELGON LABOUR – BASED TRAINING CENTRE (MELTC)” Reference No: MoWT/CONS/18-19/00217 Financing Agreement reference: ADB LOAN No.2000200000151 and ADF LOAN No. 2100150035493 Project ID No.: P-ZI-DB0-105 Assignment Title: Consultancy Services to offer Specialised Training in Support of the Mount Elgon Labour – based training centre (MELTC)” The Ministry of Works and Transport has received funds from the Government of Uganda (Financing of the Busega – Mpigi and Kagitumba – Kayonza – Rusumo roads Project funded by the African Development Bank Group on Institutional Support and Capacity Building of the staff of Ministry of Works and Transport) and has allocated the funds to be used for the Procurement of Individual Consultants to offer Specialised Training in Support of the Mount Elgon Labour – Based Training Centre (MELTC)” Government has invested heavily over the years in the road sector through improvements, upgrading, rehabilitation and maintenance interventions. Roads therefore represent a significant asset and investment of Government that requires dedicated and committed efforts to preserve. In order to do this, it is necessary to continuously enhance the technical capacity of the practitioners in the road sector, especially the staff of the MoWT, with the latest knowledge and skills in road management and development in order to ensure efficient and effective resource allocation and utilization in other road agencies under its supervision. The Ministry of Works and Transport (MoWT) now invites eligible Individual Consultants to indicate their interest in providing the services. Interested individual consultants should submit their Expression of Interest (EOI) which should include; capability statement detailing general qualifications, adequacy for the assignment, illustrated personal experience in similar assignments and conditions, certified copies of academic certificates and professional referees. A Masters degree is a must in all the relevant fields. The individual consultants must also possess Professional Certifications in relevant fields of; Bridge Management, Rural roads Management, Project Management, Highway Management or any related science area. Internationally acceptable accreditations to professional institutions are also a MUST. The Objective of the Assignment The primary objective of the training is to enhance the preparation and conservation skills of road assets through effective monitoring and supervision of road agencies. While the theoretical courses may be conducted in either Kampala or Mbale, field work courses will be conducted at the MELTC Headquarters in Mbale. The duration of the entire training is presumed to take a period of 6 months. The training staff at MELTC with support from the individual consultants in specialised fields will be responsible for conducting the training of selected 40 professional staff in the various selected aspects of the road life cycle. The scope of services for this assignment The Consultant shall support the team at the training centre in providing specialised training to selected staff of the Ministry in various aspects of the management of rural, urban and national road’s life cycle in the relevant fields of low cost surfacing of low volume roads, bridge design and construction (of concrete, stone arch and suspended cable bridges), construction claims management and the application and use of decision support tools. The Consultant shall provide the following services: i) Low cost Bridge Structures ? Types of Low Cost Bridges ? Design Criteria ? Live Load Design ? Hydraulics and Hydrology ? Other low-cost drainage structures ? Cost Comparisons ii) Asset Management ? What is Asset Management (AM)? ? Nuts and bolts of AM ? Managing Physical Assets ? AM Principles ? Levels of Service ? Total AM ? Case Studies of AM iii) Construction Management ? Typical claims against Employers ? Typical claims against Contractors ? Dealing with Claims o Critical Path Method and schedules o Records Management iv) Roads Management ? Data Collection o Visual Condition assessment of roads (unsealed + sealed) o Traffic (Motorized and Non – Motorized) o Vehicle Operating Costs ? Deterioration and maintenance of roads (unsealed + sealed) ? Maintenance Planning and Budget Processes v) Overview of Decision Support Tools ? Routine Maintenance Planning System (ROMAPS) ? Road Database Management and Maintenance involving data collection, processing and analysis, maintenance through development of road data updating, security features and query tools ? Annual District Roads Inventory and Condition Survey ? Road Economic Decision Model ? Road Network Evaluation Tool (RONET) ? Road Costs Knowledge System (ROCKS) ? Highway Development and Management Model – volume 4 (HDM-4) vi) Geotechnical Investigations ? Basic guidelines in Material Testing and Quality Control for road construction (LCS, road base and sub-base selections) ? Standard computerised geotechnical design tools ? Geotechnical Investigations for bridge construction The individual consultants are expected to; a) Ensure that training is consistent with International Best Practices in Asset Management; and Low-Cost Bridge Structures Design and Implementation; b) Recommend best-practice solutions for issues identified by the participants The short listing criteria are: Interested individual consultants should submit their Expression of Interest (EOI) which should include; 1) Capability statement detailing general qualifications and adequacy for the assignment 2) Illustrated personal experience in similar assignments and conditions, certified copies of academic certificates and professional referees. 3) A Masters degree is a must in all the relevant fields.
