INVESTMENT PLAN PREPARATION GRANT FOR THE STRATEGIC PLAN FOR CLIMATE RESILIENCE
Consultancy Services – for the Review of Opportunities, Challenges and Development of the Viability
of Agricultural Insurance Systems in Uganda for Enhancement of Climate Resilience

The Government of Uganda has received financing from the Strategic Climate Fund of the Climate
Investment Funds through the African Development Bank toward the cost of the Preparation of the Strategic
Plan for Climate Resilience (SPCR). It intends to apply part of the agreed amount of this grant to cover
eligible payments under the contract for Consultancy Services to undertake an analytical study to review the
opportunities, challenges and development feasibility of agricultural insurance systems in Uganda for
enhancement of resilience to climate change.
The services needed under this consultancy include:
i. Taking stock of and generate robust information on the feasibility of agricultural insurance as a
strategic option for climate resilience in Uganda through a comprehensive review of opportunities,
challenges and development viability including crop and livestock insurance systems, and
ii. Propose cost effective approaches to promote agricultural insurance schemes that will enhance
climate resilience of rural communities.
The services shall be required for a period of 100 days over a six-month period upon signature of contract
between contractor and the contractee.
The Ministry of Water and Environment now invites consultancy firms to indicate their interest in providing
these services. Interested firms must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the
African Development Bank’s Procurement Policy for Bank Group Funded Operations dated October
2015 available on the Bank’s website at http://www.afdb.org. The Ministry is under no obligation to short list
any firm, which expresses interest.
Interested firms may obtain further information at the address below during office hours (0900hrs-1700hrs).
Expressions of interest must be delivered to the address below by 21 February 2017 not late than 1700hrs
