    REPUBLIC OF UGANDA Ministry of Works and Transport REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) Reference No: MoWT/CONS/16 -17/00328 Assignment Title: Consultancy Services for the Development and Production of Non-Motorized Transport Manual. The Ministry of Works and Transport has allocated funds to be used for the procurement of Consultancy Services for the Development and Production of Non-Motorized Transport Manual. The Ministry of Works and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the services (including experience in similar assignments, and availability of appropriate skills among staff, proof of legal status, firm’s organisational set up and financial status). The objective of the assignment: The main objective is to develop a Manual for Non-Motorized Transport System for Uganda. National policy makers have begun to shift directions towards promoting non-motorized transport by providing safe environment for walking and cycling as a way to improve accessibility and address local, national and global environment concerns. The shift at the national level requires responsible agencies to acquire relevant tools, knowledge, and resources to effectively address the issues. The NMT manual aims to bridge that knowledge gap by providing a guide on how to improve non-motorized transport (NMT). The Manual should of necessity focus on explaining a series of basic design concepts and features that make NMT-friendly neighborhoods, and therefore can help improve accessibility. The scope of services for this assignment: The consultant will in part use the standard documents available within the MoWT and any other relevant standard documents preferably within the Region to develop the Non-Motorized Transport Manual. In the main, the consultant will amongst others: I. Review, update and customized the standard Transport system documents in existence in the Ministry and develop a Manual on Non-motorized Transport system; II. Incorporate any new findings relevant to the subject arising from recent studies and changes in the technology nationality and internationally; III. Using best practice elsewhere, the consultant will develop basic concepts that make up NMT-friendly environment; these will have to be provided in a concise manner, and will provide images of how they have been implemented elsewhere as examples; IV. Will provide a case study of applying those concepts on a real infrastructure, to showcase the contrast of traditional infrastructure development practices in Uganda and NMT-friendly Infrastructure development elsewhere; V. Take into account feedback, views and comments from stake holders in the transport sector (road, and water) with regard to the Manual; and VI. Make the manual readily available within the Ministry, both in hard and soft copies. The short listing criteria are: The bidder shall provide documentary evidence to demonstrate the following; I. Eligibility in accordance with PPDA act rules and regulations. II. Evidence of Experience in at least 3 similar assignments in nature and scope. III. Availability of appropriate skills among staff in the areas of specialization required for the assignment; highway design, civil engineering, road safety, non-motorised traffic, environmental management, standards and quality control. IV. A bidder has an average annual turnover over the last three consecutive years of at least Uganda shillings 400,000,000/= (Four Hundred Million shillings). Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest. The short listing shall be conducted in accordance with the short listing criteria, the PPDA Act, 2003 and the PPDA (procurement of consultancy services) Regulations, 2014.   3. Interested consultants should provide information demonstrating that they are eligible and possess the required qualifications to perform the services supported with relevant documentation.

Eligibility in accordance with PPDA act rules and regulations. II. Evidence of Experience in at least 3 similar assignments in nature and scope. III. Availability of appropriate skills among staff in the areas of specialization required for the assignment; highway design, civil engineering, road safety, non-motorised traffic, environmental management, standards and quality control. IV. A bidder has an average annual turnover over the last three consecutive years of at least Uganda shillings 400,000,000/= (Four Hundred Million shillings).
  5. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.
