CONSULTANCY SERVICES FOR DEVELOPMENT OF THE PROPOSED REAL ESTATE (AGENCY AND MANAGEMENT) BILL

The Government of Uganda has received financing from the World Bank towards the cost of the Competitiveness and Enterprise Development Project (CEDP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Servicesâ€) include Development of the Proposed Real Estate (Agency and Management) Bill.
The Ministry of Lands, Housing and Urban Development now invites eligible consulting firms (“Consultantsâ€) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
a). The firm should have a minimum of ten years' experience in the field of real estate or housing issues. b). Proven experience in at least two similar assignments' one of which in policy formulation related to real estate or housing issues in Uganda or any other developing country.
c). Experience of at least three assignments in Uganda or developing countries
d). Availability of qualified and skilled personnel in the following areas; Real Estates, Architecture, Land and Natural Resources, Land Valuation, Law, Civil Engineering, Property Management and Sociology.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 revised July 2014(“Consultant Guidelinesâ€), setting forth the World Bank's policy on conflict of interest
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The type of association where applicable whether Joint Venture or Sub Consultancy should be clearly indicated in the Expression of Interest. A Consultant will be selected in accordance with the Selection Based on the consultants' Qualifications (CQS) method set out in the Consultant Guidelines.
