The Rural Electrification Agency of the Ministry of Energy and Mineral Development received financing from the World Bank towards the cost of the Energy for Rural Transformation Phase Three — ERT III (Uganda), and intends to apply part of the proceeds to strengthen the Environmental safeguards by developing, installing and implementing an Integrated Environmental, Health and Safety Management system.

The consulting services ("the Services") for the assignment will be to analyse current state, identify requirements and create operational procedures, guidelines, documents and specifications and develop an Integrated Environmental, Health and Safety Management system for the management of HSE aspects of rural electrification program. The successful firm shall also be required to raise awareness among staff and key stakeholders on management systems standards in general and carry out training of staff on developed Integrated EHS Management System. It will also assist REA kick start the implementation of the system developed.

1. The Rural Electrification Agency of the Ministry of Energy and Mineral Development now invites eligible consulting firms ("Consultants") to express their interest in provision of the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are:-Consultant must have, during the last five years, completed minimum two (2) similar projects and at least five (5) projects involving EHS assessments and management. Documented evidence (list of contracts including description, value, year of commencement, year of completion, client and contact person for reference) accompanied with acceptance letter that demonstrate Consultant experience and successful projects should be submitted. The consultant should be conversant with the latest development in ISO certification relevant to this assignment, including Environmental management System, ISO 14001:2015 revision; Occupational Health and Safety management system, ISO 45001 that replaced 18001 standard, and quality management ISO 9001: 2015 revision. Availability of appropriate skills/expertise. The Consultant will have a team of consultants with the following qualifications;

Team Leader: The team leader should have at least a Master's degree in any of the following areas Natural Science, Environmental Science, Environmental Management, safety Engineering/Management. He/she should have demonstrable experience of not less than 5 years in developing or managing any of the following: Environmental Management System, Safety Management Systems, Quality Management System or Integrated Management System that are at the level of ISO systems,

Health and Safety Expert: The Health and Safety Expert should have at least a Master's degree in any of the following areas Natural Science, Environmental Science, Environmental Management, safety Engineering/Management. S/he must have an internationally acceptable Certification in Health and Safety and, should have demonstrable experience of not less than 4 years in health, safety and environment.

Legal Expert: Should have at least a Bachelor's degree in law. S/he must have a demonstrable experience of not less than 4 years in handling aspects of environment or Health and Safety.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 revised July 2014 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The type of association whether a joint venture or a sub consultancy should be clearly indicated in the Expression of interest. A Consultant will be selected in accordance with the Consultants Qualification Selection Method (CQS) set out in the Consultant Guidelines.
