The Government of Uganda (GoU) has applied for financing from the World Bank towards the cost of the Integrated Water Management and Development Project (IWMDP). The proposed IWMDP is a follow up from the on-going Water Management and Development Project (WMDP). The GoU therefore intends to apply part of the funds under IWMDP for consultancy services for Resettlement Action Plan (RAP), for the Towns' Water Supply and Sanitation Systems of Namungalwe-Kaliro, Kyegegwa-Mpara-Ruyonza and Namasale under IWMDP.

The main objective of the assignment is to prepare a detailed Resettlement Action Plan (RAP) to determine anticipated resettlement impacts associated with the construction of water supply and sanitation systems in the project towns of Namungalwe-Kaliro, Kyegegwa-Mpara-Ruyonza and Namasale and put in place, measures to mitigate such impacts.

Scope of Services and Tasks:

 i. To determine the extent of the planned project land acquisition or displacement of the persons.

ii. Social economic baseline information and project impacts detailing the project affected people by household and their losses;

 iii. Documentation of views and concerns raised by stakeholders and potentially affected persons regarding the development and implementation of the RAP and action points for concerns raised;

iv. The proposed compensation measures with options identified based on a gap analysis of the relevant Uganda Laws and World Bank's OP 4.12, and discussed with the affected people;

v. The agreements reached at and the way forward;

vi. A review of existing grievance measures, gaps and recommendations for the establishment of a project grievance mechanism;

vii. RAP implementation arrangements, citing agencies and their responsibilities and detailed roles and responsibilities while making recommendations where some agencies have been and specific capacities of staff;

viii. Monitoring and Reporting arrangements both during the project and post project implementation in order to assess the efficiency and effectiveness of the RAP process;

ix. Implementation Schedule in relation to overall project implementation;

x. Costs and Budget including compensation costs, livelihood restoration activities, community development plan, monitoring activities (as may be applicable).

The project implementation period is expected to take Six (6) months and the assignment is expected to commence in April 2018.

The Ministry of Water and Environment now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria will include:

·         Experience of at least 3 similar assignments performed in the last 3 years .

·         Experience in working in similar conditions with at least 2 projects in Sub-Saharan Africa,

·         Availability of relevant skills in the areas of Socio assessment, sociology, surveying and property valuation.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. The form of association, where applicable, should be indicated in the expression of interest.

A consultant will be selected in accordance with the Consultants Qualifications Selection (CQS) method set out in the Consultant Guidelines of the World Bank.

The attention of interested consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants (under IBRD loans and IDA Credits & Grants) by World Bank Borrowers, January 2011 ("Consultant Guidelines"revised July 2014), setting forth the World Bank's policy on conflict of interest.
