1. The Ministry of Finance, Planning and Economic Development through the Third Financial Management and Accountability Programme (FINMAP III) has allocated funds to be used for consulting services and provision of a solution provider for implementing an Integrated Management Information System (MIS) for the Office of the Auditor General (OAG).

2. The Office of the Auditor General started a project to support the establishment of a robust Integrated Management Information System (MIS) to support the Corporate Service Division. This MIS shall support all OAG's corporate services functions for seamless processing and exchange of information within the organisation. The MIS is envisaged to streamline processes and increase efficiency and effectiveness of services. In addition, it is aimed to bring in transparency and sustainability in line with the strategic objectives of OAG as presented in its corporate plan 2016-2021.

3. FINMAP wants to contract a consultancy firm / solution provider for OAG's MIS project. The expected results of this consultancy are:

A. FINMAP has procured and OAG has implemented a functioning Integrated MIS that supports the OAG's Corporate Services, improving efficiency, effectiveness and transparency in a way it contributes to the overall performance of the Office; and OAG's staff has been equipped with relevant skills and knowledge to successfully use, implement and maintain an Integrated MIS. To make this possible, the consultancy firm needs to work closely together with OAG's Business Change Management team.

The main deliverables are:

a. Experience with executing a readiness assessment and with

b. Methodologies related to the implementation of an Integrated MIS. c.

It is expected that the supplier has a broad experience in managing the implementation of an Integrated MIS. This means:

I. The required information technologies, including all information processing, hardware, software, supplies, and consumable, plus all associated documentation, and all other materials, services and goods to be supplied, installed, integrated, and made operational.

II. The related software development, configuration, customisation, transportation, insurance, installation, integration, commissioning, training, technical support, maintenance, repair, and other services necessary for proper operation of the Integrated MIS.

d. Regarding the challenges in the project, broad experience with Project Management is required. In addition it is expected that the supplier is capable to support the Business Change Management team of OAG.

4. The Entity invites your sealed proposals for the provision of the above services.

5. The prequalification of experienced Consultants is subject to the regulations contained in the "Guidelines for the Assignments of Consultants in Financial Cooperation with Developing Countries"(see www. kfw-entivicklungsbank.de)."

6. Interested Consultants may obtain further information and inspect the proposal document from the Third Financial Management and Accountability Programme (FINMAP III) Coordination Office at the address given below in No. 9(a), from Monday to Friday between 0800hrs to 1700hrs. The detailed proposal notice is available at the Entity's website at www.finance.go.ug.

7. Proposals must be delivered to the address below in No. 9(c) at or before 13:00 Hrs (GMT), 16:00Hrs (EAT) on Friday, 11th May 2018. Late proposals shall be rejected.

8. There shall not be a pre — proposal meeting.
