1. Background

The Government of Uganda (GoU) has received financing from the World Bank toward the cost of the Grid Extension and Reinforcement Project (GERP) and intends to apply part of the funds to make payments for contract for advisor to the Chairman of the Energy and Mineral Development Sector Working Group (EMDSWG) towards implementation of Sectorial Strengthening implementation under GERP.

The Government of Uganda has put in place the Energy and Mineral Development Sector Working Group which comprises of representatives of key Government Institutions and Development Partners supporting the Energy and Mineral Development Sector. The sub-sectors covered under the EMDSWG include: Power, Renewable Energy, Energy Efficiency, Downstream Petroleum, Upstream Petroleum and Mineral Development. The EMDSWG is chaired by the Permanent Secretary of the MEMD. The Secretariat is composed of MEMD's Sector Planning Unit and the desk officer(s) in the Ministry of Finance, Planning and Economic Development.

• The purpose of the EMDSWG is to allow for more formal co-ordination between the stakeholders involved in the Energy and Mineral Development Sector, so as to enhance the efficiency and effectiveness of its development. .

2. The objective of the Assignment.

The main objective of this assignment is to offer strategic advice and policy analysis to the Chairman of the EMSWG and work with the Secretariat of the EMSWG so that their functions are implemented in a timely manner. The Chairman EMDSWG is the Permanent Secretary Ministry of Energy and Mineral Development.

• 3. Scope of Work

The scope of work shall include but not limited to:-

i) Advise the Chairman of the EMSWG with respect to policy issues that need to be addressed and provide in depth analysis with clear options for consideration.

ii) Critically review and analyze various project proposals submitted to the Chairman and advise on the way forward.

iii) Take lead in the design, development and implementation of Sector projects giving required advice at different stages (appraisal, negotiations, meeting effective conditions, and implementation).

iv) Ensure that the EMDSWG meetings and reviews are held and that deliverables are produced in a timely manner.

v) Support the implementation of the power sector component of the National Development Plan (NDP) , the Power Sector Investment Plan, development plans/strategies that may be promulgated for the sector. vi) Monitor and evaluate impacts caused by key government policies and programmes in the sector and prepare regular monitoring reports (quarterly and annually) for presentation to the EMSWG. vii) Co-ordinating with Development Partners through the Chairman / EMDSWG. .•

viii) Any other duties as may be assigned from time to time by the Chairman, EMDSWG.

Ministry of Energy and Mineral Development now invites eligible Individual Consultants to indicate their interest in providing the required services. Interested individuals should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are:-

1. Qualifications:

a. Bachelor's Degree (Honours) in an Engineering field.

b. Master's Degree in an Engineering or Management field.

2. Experience:

a. Experience of at least 15 years in the energy sector working at senior level.

b. The candidate should have participated in the development and/ or management of at least three projects financed by Development Partners such as World Bank and African Development.

c. Other Requirements:

i. Good oral and written communication skills. Should be fluent in English. Proven integrity in handling public resources and in executing duties

ii. A high level of interpersonal and management skills and ability to work with teams in the organization at all levels

iii. Must be able to work under pressure and tight deadlines

iv. Computer knowledge and skills in Ms Word, Ms Excel and Internet/ email is a mandatory requirement.

v. Proven integrity and confidentiality in handling public resources

4. Duration

The assignment will be under contract for two (years) years renewable annually subject to satisfactory performance.

i. The attention of interested Individual consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011 (revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

ii. A Consultant will be selected in accordance with the Individual Consultant Selection method (ICS) set out in the Consultant Guidelines. Interested Individual consultants may obtain further information at the address below during office hours (0900hours to 1700hours).
