The Government of Uganda through the Ministry of Water and Environment (MWE) has received funding from the Adaptation Fund through Sahara and Sahel Observatory (OSS) for implementing the "Enhancing Resilience of Communities to Climate Change through Catchment Based Integrated Management of Water and Related Resources in Uganda (EURECCCA)" Project. The MWE intends to use part of the funds for revision of Catchment Management Plans (CMP) for Awoja, Maziba and Aswa catchments to incorporate climate change aspects, using the recently updated Catchment Management Planning Guidelines.

The consultancy is intended to; (i) Assess the revised Catchment Management Planning Guidelines to identify the areas in which climate change aspects have been incorporated. (ii) Conduct a detailed assessment and review of the CMPs for Awoja, Maziba and Aswa catchments to identify any climate change related gaps therein with proposals on how to address them.; (iii) Update the existing CMPs addressing the identified gaps and incorporating climate change aspects.

MWE now invites eligible consultancy firms to indicate their interest in providing these services. Consultancy firms must provide information indicating that they are qualified to perform the services (description of similar assignments, experiences in similar conditions and availability of appropriate skills). To qualify for pre-qualification, the scope of work done in the past should be for at least three (3) similar assignments in comparable conditions. The information presented for pre-qualification should be comprehensive. Past projects should be in nature of work done so as to generate an account of extent to the services in both scope and cost.

Staff profiles indicating availability of skills that are to be provided by prospective firms for purposes of pre-qualification should provide supporting information demonstrating specific experience in the following fields of expertise;

• Integrated water resources planning, management and

development at various levels, including sub-basins and catchment, the planning and design of water resources development, river basin planning, project management and technical assistance including capacity building (at least 5 years' experience).

• Water resources and water catchment area modeling; knowledge in climate modeling, knowledge of hydrological and water resources information systems, and strong familiarity with conventional and modern equipment and techniques for hydrological data collection. (at least 5 years of experience)

• Climate change assessments on water resources, social/ environmental and climate change studies at catchment level (at least 4 years).

• Water resources economics: economic and financial analysis of water projects (at least 5 years of international experience).

• Social and environmental assessments and stakeholders' identification, mobilization and engagement.
