1. The Government of the Republic of Uganda through the Ministry of Education & Sports has allocated funds to be used for the acquisition of the Consultancy Services described above.

2. The Entity now invites eligible consultants to submit sealed expressions of interest for a competent and reputable firm that can provide services to the Ministry.

Objective of the assignment

The Ministry of Education and Sports is desirous of conducting research into the impact of the 20 years of implementation of the Universal Primary Education (UPE) programme.

The objective of this assignment is to have the research findings published in a souvenir book which will be submitted not later than 30th June 2018.

Scope of Work

(i) Go to the field and collect information:

a. On Personal testimonies of prominent Ugandans and/or any other graduates on how UPE has groomed and shaped their futures;

 b. To demonstrate using evidence on the impact of UPE on various sections of society across the country including a report from the local communities and parents where possible. The report shall mention the challenges experienced by the student or students while attending a UPE school;

c. On UPE performance obtained from a well researched audit showing qualitative and quantitative data that is readily available at the Ministry of education that will guide readers/stakeholders to make informed decisions and discussions about UPE;

d. That includes facts pertaining to finances invested, teachers enrolled, classrooms built, textbooks and other materials provided, furniture and curriculum improvements made where applicable.

(ii) The firm's final report will be published as special publication of hard cover (PLC plus a cover jacket) approximately 210 pages and size 29.5 X 27 cm in portrait form.

 (iii) More specifically, the firm should demonstrate relevant research knowledge and understanding of publishing and research with experience to deliver a high quality product.

(iv) The interested firm should also indicate in their bid document the qualifications of the individuals on their team who shall carry out this research and publication assignment.

(v) This publication shall be submitted not later than on the 30th June 2018.

3. The short listing criteria will include: -

Valid registration certificates as proof of legal status, valid Trading License or PPDA Registration Certificate.

A detailed profile of the organization; Presence of proposed key staff (Journalists, Editors and Researchers) -Successful bidders should not have conflict of interest in relation to the subject of the procurement, should not be suspended by PPDA, and must demonstrate legal capacity to contract and fulfilment of obligations to pay taxes and social security contributions in Uganda where applicable.

4. Consultants may associate with other firms in the form of a joint venture to enhance their qualifications. The form of association, where applicable, should be indicated in the Expression of Interest.

5. Preference schemes shall apply when evaluating Request for Proposals from the shortlisted Consultants. Interested eligible Consultants may obtain further information at the address given below from (Monday to Friday, 08:30 — 17:00 hours, except on public holidays).

6. Sealed Expressions of Interest must be delivered to the address below at or before 11.00am on 21st February 2018
