1. The Government of Uganda represented by Ministry of Water and Environment through Water and Sanitation Development Facility — North has received funds from the European Union through Austrian Development Agency and intends to use part of the funds towards the cost of acquisition of Individual Consultancy Services to Conduct Indicators Baseline Survey in Twelve (12) Refugee Settlements.

The overall objective of the baseline survey is to establish the initial values for outcome indicators and at the same time provide essential context information on the socio-economic and WASH-related situation in the target areas for detailed activity planning Specifically the Consultant will be required to:

• To determine the total population of selected refugee settlements and host communities . To assess the level of access to improved water supply.

• To describe the socio-demographic, cultural information of beneficiaries.

• To determine the nature and presence of sanitation facilities.

2. Water and Sanitation Development Facility — North now wishes to invite eligible Individual Consultants to express their interest in providing the services. Interested individual consultants must provide information indicating that they are qualified to perform the services and relevant experience to execute the required scope of services. Documents to be submitted include:

a) Cover letter

b) Individual TIN Number

c) At least 5 generally comparable projects 

d) Detailed curriculum vitae of the Individual Consultant. The CV shall consist of name, professional qualification; year obtained, technical field and specialisation.

e) Copy of passport or National ID

4. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Public Procurement and Disposal of Public Assets (Procurement of Consultancy Services) Regulations of Uganda, 2014. Only Individual consultants with demonstrated experience and capability in similar & related assignments will be shortlisted.

6. Expressions of Interests (One original plus 03 copies) must be properly sealed and clearly marked 'Expression of Interest for Individual Consultancy Services to Conduct Indicator Baseline Survey in Twelve (12) Refugee Settlements — "MWE/ WSDF-N/EU-TF/CONS/17-18/00024" and delivered to the address below on Thursday 19th April, 2018 at 11:00 am (Local Time).

Expressions of Interests will be opened in the presence of consultants who choose to attend on 19th April, 2018 at 11:30 am (Local Time).
