Water supply and sanitation in refugee hosting communities in Northern Uganda

Project measures: The purpose of the Program is the provision of sufficient, hygienic and sustainable supply of water and adequate sanitation in selected hosting communities in Northern Uganda. Northern Uganda is one of the areas in Uganda with the lowest coverage of social infrastructure. Due to the continuous number of refugees migrating to Northern Uganda, especially the capacities of the water and sanitation infrastructure are even more overstretched. Within this Programme investments shall be implemented in small and medium-sized towns and rural growth centres, focusing on measures to extend and rehabilitate water supply systems, public sanitation facilities and faecal sludge treatment. Program costs are estimated to about 11.1 million EUR.
Requested Consultant services:
The Project Executing Agency, the Ministry of Water and Environment (MWE) of the Republic of Uganda intends to engage an international consultant for the Management Consultancy comprising ex-ante and ex-post controlling and monitoring. Consultancy will include quality checks on available feasibility studies, available design and planning, procurement processes, supervision of construction works as well as financial and technical monitoring. The conditions of the prequalification of experienced Consultants will follow the "Guidelines for the Assignment of Consultants in Financial Co-operation with Partner Countries", which are available on KfW's internet web-site: www. kfw-entwicklungsbank.de.
• The services will be awarded to an independent Consultant highly experienced in the water sanitation sector, in particular in the preparation of feasibility studies, final designs and tender documents, in site supervision of water supply and sanitation projects as well as in the implementation of utility strengthening measures Training Expert for operation and maintenance and IT-based reporting system The Consultant shall be experienced in the region and demonstrate a minimum annual turnover of EUR 3.0 million over the past 3 years.
