The Government of Uganda has received loan financing from the African Development Fund (ADF) towards the cost of Water Supply and Sanitation Programme -Phase II, and intends to apply part of the agreed amount for these loans to payments under the contracts for consultancy for the preparation of the FY 2017/18 water and environment Sector Performance Report (SPR 2018). The services under this consultancy shall include:

i.                    Plan the overall preparation process for the SPR 2017/18 (SPR 2018)

ii.                  Provide technical support to the Ministry of Water& Environment directorates/departments/sector semi-autonomous agencies during preparation of their respective sub-sector inputs (mini —reports) for input into the SPR 2017/18

iii.                 Consolidate and harmonize the respective sub-sector/ directorates semi-autonomous agencies mini performance reports into a draft SPR 2017/18

iv.                Consider and incorporate relevant comments/ recommendations which were made by the sector development partners, local governments and civil society on last year's (FY 2015/16) performance report for the water and environment sector

v.                   Facilitate presentation and discussion of the draft SPR 2017/18 during an internal retreat of Ministry staff for comments before finalization

vi.                Harmonize and finalize the report (SPR 2017/18)

vii.              Prepare data sets used for the SPR 2017/18 for the ministry archives

The preparation of the SPR 2018 will based on draft inputs (in the form of mini reports) from the various departments/ directorates of the Ministry of Water and Environment and its semi-autonomous agencies, i.e. the Directorate of Water Development (DWD), Directorate of Water Resources Management (DWRM), Directorate of Environment Affairs (DEA), National Environment Management Authority (NEMA), National Water and Sewerage Corporation (NWSC), National Forestry Authority (NFA), Uganda National Meteorological Agency (UNMA), Uganda Water and Sanitation Development NGO Network (UWASNET), and Environment & Natural

 

 

Resources Civil Society Network (ENR - CSO Network) represented by Environmental Alert. Specifically, the services to be provided under this consultancy are also intended to enhance the existing cooperation and coordination between the Water and Sanitation Sub-Sector (WSS) and the Environment & Natural Resources (ENR) sub-sector to ensure harmony and synergy.

The consultancy is expected to be executed within the period from 15th June 2018 to 31st August 2018.

The Ministry of Water and Environment now invites eligible individual Consultants to indicate interest in providing these services. Interested Consultants must provide information indicating that they are qualified and have experience to perform the services (i.e. brochures, description of similar previous assignments, experience in similar conditions preferably within Uganda, availability of appropriate skills etc).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank's “Rules and Procedures for the use of Consultants' May 2008 Edition, which is available on the Bank's website at http://www.afdb.org. The borrower is under no obligation to shortlist any consultant who expresses interest.
